WYOWARN is based on a common, statewide mutual aid agreement. By signing the agreement and by notifying the volunteers below, utilities become members of a network of utilities that agree upon basic concepts and provisions for mutual aid and assistance in advance of emergencies.

Members share contact information so they know who and how to reach people during an emergency. They cooperatively prepare for the next emergency by participating in training exercises. They also share information on how to prepare for emergencies.

Having a signed agreement, emergency response plans and contacts on file prior to an emergency greatly facilitates emergency response.
